Building Anti-Narcotics M&E Frameworks

Designing monitoring and evaluation systems for drug prevention programs

BNNP Gorontalo · 2012–2013 · Gorontalo

SITUATION

Indonesia's National Narcotic Agency (BNN) at the provincial level in Gorontalo needed robust monitoring and evaluation frameworks to track the effectiveness of anti-narcotics programs. Existing M&E systems lacked alignment with project-level KPIs, and there was no integrated approach connecting routine monitoring with outcome and impact evaluation.

TASK

As M&E Consultant, I was responsible for aligning M&E plans with project-level KPIs and targets, developing comprehensive evaluation frameworks, and collaborating with the National Narcotic Agency to disseminate findings through publications and policy briefings.

ACTION

  • Aligned M&E plans for implementing partners with project-level KPIs and targets
  • Developed and supported M&E frameworks that integrated routine monitoring, outcome, and impact evaluation into program design
  • Collaborated with the National Narcotic Agency on policy briefings and presentations
  • Disseminated lessons learned through publications and presentations to stakeholders

RESULT

  • Designed comprehensive M&E frameworks with clear KPIs for all implementing partners
  • Integrated outcome and impact evaluation into program design for the first time
  • Published policy briefings with the National Narcotic Agency
  • Established baseline data systems for anti-narcotics program evaluation
