Reducing Maternal-Neonatal Mortality in Western Indonesia

Strengthening primary care and private sector engagement in Banten Province

SITUATION

Maternal and neonatal mortality remain critical health challenges in Indonesia, particularly in provinces with fragmented health service delivery. In Banten Province, the cities of Serang and Cilegon faced gaps in primary care integration, private hospital engagement in maternal-newborn services, and systematic referral pathways that contribute to preventable maternal and neonatal deaths.

TASK

As District Coordinator (2022–2024) and later District Officer (2024–2025), I was responsible for strengthening community health centers, engaging private hospitals in maternal-newborn health services, establishing referral systems, and developing operational standards for primary care integration across Serang City and Cilegon City.

ACTION

  • Enhanced 25 community health service centers (Puskesmas) and upgraded 20 PUSTU facilities for better primary care integration
  • Supported 3 private hospitals in enhancing maternal and newborn health services
  • Trained 125 Posyandu cadres across 25 sub-districts on maternal-newborn health protocols
  • Prepared Service Operational Standards (SOP), Decrees, and supporting documents for primary care integration
  • Conducted phased evaluations of primary care integration progress and identified areas for improvement
  • Promoted the establishment of a systematic referral system to prevent maternal and newborn mortality
  • Monitored 5 private clinics on maternal and newborn health services

RESULT

  • 20% increase in patient satisfaction at strengthened health facilities
  • 15% reduction in referral rates through improved primary care capacity
  • 10% increase in service utilization at private hospitals for MNH
  • Established systematic referral system across public and private facilities
  • Strengthened health offices across Serang City and Cilegon City
